Question:

322 Mr. Durkan asked the Minister for Health and Children the steps he intends to take to bring about the delivery of unimpeded service to the general public; and if he will make a statement on the matter. [14433/03]

In 2001 I launched the national health strategy, which is a comprehensive strategic plan for the health system in this decade. The strategy is centred on four goals: better health for everyone; fair access; responsive and appropriate care delivery; and high performance. I recently reviewed the progress in the implementation of the strategy in 2002. I am happy to report that work has commenced on 91 of the 121 strategy actions. I propose to make a copy of the progress report available to the Deputy in the near future. He may also wish to note that three reports are pending which will have major implications for the reform of the health system: the audit of structures and functions of the Irish health care system; the national task force on medical staffing; and the commission on financial management and control systems in the health service. Progress on a further 18 strategy actions is dependent upon the outcome of these reports and decisions with regard to their implementation.
