Question:

384 Mr. Neville asked the Minister for Justice, Equality and Law Reform the terms of reference of the implementation committee to establish observation cells in prisons. [14403/03]

The terms of reference of the implementation committee are: "to review the current use of padded cells and to make recommendations as to how they may be revised in order to meet the needs and respect the dignity of the prisoner in every way consistent with his/her safety."
