Question:

397 Mr. McGuinness asked the Minister for Justice, Equality and Law Reform the reason a visa was not issued to a person (details supplied) who was to travel here to marry an Irish citizen; and if the case will be reviewed and a decision issued without delay. [14719/03]

The application in question was in respect of a non-EEA national who stated that she intended to enter the State to get married. The application was refused because it was not established, on the basis of the documentation supplied to my Department, that the applicant and her reference in Ireland have ever met. There is no evidence available on file that the reference in Ireland has ever been to the Philippines, which is the country of nationality of the applicant, or to Israel where the applicant now resides. In addition, it would appear that the applicant has never been to Ireland previously. The reference in Ireland did not supply proof of finances, even though he stated that he would be supporting the applicant during her stay in the State.

It is open to the applicant to appeal against the refusal by writing to the visa appeals officer in my Department, together with additional supporting documentation. Full copies of both passports should be submitted with the appeal.
