429 Mr. Penrose asked the Minister for Community, Rural and Gaeltacht Affairs if his Department has received an application for financial assistance under the CLÁR programme from a person (details supplied) in County Westmeath for the provision of three-phase electricity for their business; if he will consider providing the grant aid required in view of the special circumstances outlined thereon; and if he will make a statement on the matter. On 19 May 2003, I received an application from the person referred to in the Deputy's Question, dated 21 March 2003, for financial assistance under CLÁR for conversion from single to three-phase electricity. This application may not be considered as the scheme was not introduced until August 2002 and retrospective payments cannot be considered under the CLÁR programme.
