Question:

134 Mr. Gormley asked the Minister for Community, Rural and Gaeltacht Affairs the use and particular application of the dormant accounts fund as envisaged by his Department. [14424/03]

The legislation in relation to dormant accounts and unclaimed life assurance policies requires the Dormant Accounts Fund Disbursement Board to apply the funds for the purposes of "programmes or projects that are designed to assist the personal, educational and social development of persons who are economically, educationally or socially disadvantaged or persons with a disability". I understand that the board's disbursement plan is currently under preparation. When completed, the plan will be submitted for approval and subsequently published.

The terms of reference for the board in preparing its disbursement plan, and in making disbursements, are clearly set out in sections 41, 42 and 43 of the Dormant Accounts Act 2001, as amended. The legislation also provides that decisions on disbursements on individual projects from the fund will be made by the board, which is an independent statutory body.
