244 Mr. Broughan asked the Minister for the Environment and Local Government the way in which access to area committees, area management and strategic policy committees of local authorities will be maintained for Members of the Oireachtas following the ending of the dual mandate; and the likely content and time-frame of the regulations on these matters. [15065/03]

The Local Government Bill 2003 requires the making of regulations with regard to local authorities and their dealings with members of either House of the Oireachtas. The matter was the subject of much debate during the recent passage of the Bill through both Houses and the general intent of the regulations is clearly conveyed by section 3 of the Bill. Following its enactment the regulations will be prepared and laid before both Houses. I have already outlined my intention to engage informally with Dáil spokespersons in this regard.
