245 Mr. Broughan asked the Minister for the Environment and Local Government his plans to introduce a comprehensive performance assessment of all Irish local authorities in view of the valuable information provided by this type of assessment in the UK and elsewhere in the EU, especially for local authorities seeking to improve their levels of service to citizens. In 2000 my Department, in partnership with a sub-group of local authority managers, developed a series of service indicators for local authorities with the aim of improving standards of service across authorities and year-on-year. These initial service indicators cover certain aspects of housing, roads, motor taxation, environmental services, planning, revenue collection, corporate health and library services. My Department also requested that local authorities set out their performance against these indicators in their annual reports, commencing with the 2000 annual reports.

A customer service group representative of county and city managers, directors of service, the Institute of Public Administration and my Department will shortly commence work on a review of service indicators in order to improve these indicators and the reporting of performance. The group will, inter alia, examine similar initiatives in other countries. I envisage that the improved service indicators will be in place across the system in early 2004.
