Question:120 Mr. Kehoe asked the Minister for Agriculture and Food when a person (details supplied) in County Wexford will receive subsidy payments; and if he will make a statement on the matter. [15050/03]

The person involved applied for premium on 70 animals under the 2002 suckler cow premium scheme. Payment of his 80% advance instalment of €12,534.46 issued on 16 October 2002 and the 20% balancing instalment of €3,133.62 issued on 26 May 2003. These payments represent the full amount due for 69.9 animals, which is the number of quota rights on record for the herdowner.
He has been paid in full in respect of 170 animals under the slaughter premium scheme 2002. Some 69 of these animals were heifers under 30 months of age at slaughter and therefore are eligible for the national envelope top-up. Advance payments of 80% have issued in respect of the national envelope slaughter top up on the 69 heifers and the 20% balancing payment will issue during June.
The person involved has been paid advance payments, at the rate of 80% premium, in respect of 170 animals under the 2002 special beef premium scheme.
It has not been possible to finalise the regional quota overshoot under the special beef premium scheme for 2002 as my Department is awaiting clarification from the European Commission on the application of the relevant EU Regulations. A decision will be made on the processing of balancing payments in respect of special beef premium for applicants with in excess of 50 animals as soon as this clarification is received.
He chose not to participate in extensification premium for the years 2001 and 2002.

Question:121 Mr. Murphy asked the Minister for Agriculture and Food if the processing of a payment for a grant for a milking parlour to a person (details supplied) in County Cork will be expedited. [15051/03]
The above named person is an applicant under the dairy hygiene scheme. Payment of €8,204.61 will issue shortly to the person concerned.
