Protection of the Environment Bill 2003 [ Seanad ] – Financial Resolution: Motion.

I move:

That it is expedient to make provision for the imposition of such charges and the payment of such fees as may be prescribed by regulations made by the Minister for the Environment, Heritage and Local Government or by that Minister, subject to the consent of the Minister for Finance and, where so required, the Minister for Enterprise, Trade and Employment, or as may be imposed by the Environmental Protection Agency in relation to emissions to the environment, the licensing of activities affecting the environment, the operation of schemes and systems in connection with environmental protection and control and the provision of services by the said agency or local authorities under any Act of the present session to provide for the implementation of Directive 96/61/EC of 24 September 1996 of the Council of the European Communities concerning integrated pollution prevention and control and certain other Acts adopted by the institutions of the European Communities, for that and other purposes to amend the Environmental Protection Agency Act 1992 and the Waste Management Act 1996, to amend the Litter Pollution Act 1997 and to provide for related matters.

The motion is not agreed. It proposes to enable the Minister for the Environment, Heritage and Local Government to introduce charges on households. We know from the debate that the levels of charges anticipated under the measure will range from approximately €700 per annum to €1,000 per annum on individual households. It is, in effect, a taxation measure. It is taxation by stealth, a reintroduction of rates by the Government and it is being opposed by the Labour Party.

I have to put the question, because the House has already agreed to take the question without debate.

Obviously not. We have made it very plain that we do not agree.

It has already been agreed that there will be no debate this morning. It was voted on this morning and that was agreed.

We are opposed to the taking of this decision.
