Vol. 569 No. 4

Written Answers. - Community Employment Schemes.

Seymour Crawford

Question:

150 Mr. Crawford asked the Tánaiste and Minister for Enterprise, Trade and Employment the number of people who have been involved in community employment schemes for each of the past five years; the number who are employed at this point in time; the additional cost of having a person employed on a community employment scheme as compared to a payment from the Department of Social and Family Affairs; her views on the fact that some people on community employment schemes, especially those over 50 years of age, may not have the opportunity to obtain full-time employment and yet can give valuable service to community groups, disabled and others; the number she expects to be on com munity employment at the end of 2003 if present trends continue; and if she will make a statement on the matter. [17869/03]

In accordance with the Government's decision in 1999 to restructure community employment, CE, participation levels are gradually being reduced reflecting the significant reduction in the numbers of the long-term unemployed, and the shift in emphasis away from work experience programmes to training, from which there is a greater level of progression to employment. The average participation rate on the programme during 2003 is expected to be in the region of 22,500, which amounts to a reduction of 5,000 places approximately phased over the year. The allocation of places and renewal of individual CE projects is a matter for FÁS.
