3 Mr. Kenny asked the Taoiseach the details of the capital projects being initiated in 2003 by his Department and those planned for the following four years; the estimate of the final cost of each project; and if he will make a statement on the matter. [15226/03]

4 Mr. Rabbitte asked the Taoiseach his programme of capital spending for 2003 and those planned for 2004; and if he will make a statement on the matter. [17499/03]

I propose to take Questions Nos. 3 and 4 together.

There are no capital projects being initiated by my Department in 2003 and there are no plans to initiate capital projects for the following four years.

Does the Taoiseach condone the type of activity prior to the last election where letters were sent out by Ministers to the effect that capital projects, particularly school buildings, would commence some time last year and would be finished this year?

This question deals with capital spending.

That is capital spending.

I did not have a capital programme to do it.

I am sure the Taoiseach did not want to mislead anyone.

I did not have the resources to do it.

The country is littered with such letters, but they are all broken promises.

What about the Eircom shareholders and taxi owners?

I know that half the people in Manorhamilton voted for Fianna Fáil.

These questions deal specifically with the Department of the Taoiseach.

Fianna Fáil got votes because people were informed by letter from the previous Minister, Deputy Woods, that things would happen and they believed it.

This question deals with the Department of the Taoiseach.

The Taoiseach is the head of the Government and he is responsible for—

I hope those issues are implemented if they were official letters.
