I propose to take Questions Nos. 3 and 4 together.
There are no capital projects being initiated by my Department in 2003 and there are no plans to initiate capital projects for the following four years.
Does the Taoiseach condone the type of activity prior to the last election where letters were sent out by Ministers to the effect that capital projects, particularly school buildings, would commence some time last year and would be finished this year?
