I propose to take Questions Nos. 614 to 618, inclusive, together.

The payment for supervision and substitution duties undertaken by substitute-part-time teachers in voluntary secondary schools and community and comprehensive schools is paid by means of a grant payment to each school. This grant payment is the balance between the amount of hours paid to teachers on the Department payroll and the total allocation due to the school as determined by reference to the number of whole time equivalent teachers for each school. At the end of the 2003 school year each school submitted a claim form for payment of moneys for these duties to teachers on the Department's payroll. All teachers on the payroll who part took in the supervision and substitution scheme between Easter and June 2003 and where a claim form for payment was submitted by the school have received payment. The balance of hours between the school's total allocation and hours paid through the payroll is then paid as a grant payment to schools. The final reconciliation based on returns and amendments made by each school was completed on 26 September 2003 and the grant payment where applicable will issue within the next three weeks.

My Department is not aware of the number of substitute-part-time teachers involved in the supervision and substitution scheme as the administration of this scheme and duties undertaken by substitute/part time teachers is a matter for the board of management. Therefore, I am unable to provide details of the number of substitute teachers awaiting payment.
