The Bloomsday Centenary Committee is established:–
To seek to co-ordinate the plans of all organisations aiming to celebrate the centenary so as
1. To promote appreciation of the works of James Joyce amongst the public and to facilitate further study and celebration of the works by students, researchers and artists; and
2. To develop a quality cultural tourism programme extending over a number of months centred around the ‘Bloomsday' centenary that can be marketed extensively in good time as a major reason to visit Ireland in 2004 by the appropriate tourism promotion bodies.
To seek to encourage the development of other quality events with Joycean connnections with particular reference to the collections and performance repertoires, as appropriate, of the National Cultural Institutions and other relevant art organisations, to enhance and further enrich the package.
While not assuming responsibility for the day-to-day organisation of the elements in the package to seek to ensure the effective implementation of the package by the individual promoters.
To initiate a limited number of key activities.
To recruit an administrator to service the committee and to liase with the individual organisations and interests.
To establish a budget for the implementation of the objectives of the committee.

The China Festival Steering Committee was established in March 2002 to oversee the development and implementation of proposals for a festival in China as provided for under the Memorandum of Understanding on Cultural Co-operation with China, which was signed in September, 2001. The steering committee is not required to prepare a formal report.
Consultancies–The Cultural Institutions Unit of the Department engaged the services of “Event Ireland” in March 2002 to investigate the possibility of establishing a “Museum of Dublin” in Stack A in the Dublin Docklands. The report was completed in June 2002 and recommended the site be used to establish the museum. The cost involved was estimated at €20 million. However, in August 2002 the Dublin Docklands Development Authority informed the Department that its Board did not propose to include a museum in Stack A which would, instead be used for the development and direct operation of a riverside exhibition and event area. Accordingly the proposal did not proceed
–In 2001 High-Point Rendel was appointed by the Department of Tourism, Sport and Recreation to carry out an independent overview on Stadium and Sports Campus Ireland. Their report was published in January, 2002
–Mr. Eugene Downes has been engaged to draft a policy paper on promotion of the international arts, and is expected to report by end-03. There are no plans to publish his report.
–PricewaterhouseCoopers have been commissioned by the Irish Film Board, in collaboration with the Department, to carry out an analysis of the implications of the proposed expiry of the section 481 tax incentive for investment in film production. The report has been completed by PWC. There are no plans at this point in time to publish the report.
