Question:

280 Aengus Ó Snodaigh asked the Minister for Health and Children the extra resources he has authorised to facilitate the enactment of outstanding EU directives; the EU directives outstanding now; the reason for the delay in each case; and when the backlog will be cleared. [21535/03]

The transposition of EU directives is being addressed as a priority in my Department within its existing resources. I set out below the details of EU directives relevant to my Department's area of responsibility for which the transposition date has passed and for those directives which fall due for transposition up to 1 January 2004. Delay in transposing directives arises for various reasons such as technical or legal complexity or pressure of other work. The intention, at all times, is to avoid such delay or minimise its duration where it occurs.

Directive 2002/34 relates to cosmetic product. Transposition was due by 15 April 2003; transposition is expected by 31 October 2003.

Directive 2003/1 relates to cosmetic product. Transposition was due by 15 April 2003; transposition is expected by 31 October 2003.

Directive 2002/67 concerns the labelling of foodstuffs. Transposition was due by 30 June 2003; transposition is expected by 31 October 2003.

Directive 2002/46 concerns food supplements. Transposition was due by 31 July 2003; transposition is expected by 31 October 2003.

Directive 2002/82 concerns specific purity criteria on food additives other than colours and sweeteners. Transposition was due by 31 August 2003; transposition is expected by 31 October 2003.

Directive 2003/40 concerns labelling requirements for natural mineral waters and the treatment of same. Transposition was due by 31 December 2003; transposition is expected by 31 December 2003.

Commission Directive 2003/32/EC concerns medical devices. Transposition was due by 1 January 2004; transposition is expected by 30 November 2003.
