Hospitals Building Programme.

I thank the Ceann Comhairle for allowing me to raise this matter. This is an important issue for the people of Enniscorthy and County Wexford. St. John's Hospital is a 155 bed geriatric hospital. It is well run and the staff work extremely hard in bad conditions.

The hospital was built in 1842 as a workhouse so the Minister will appreciate how dilapidated it has become, particularly in recent years. Approximately 150 staff, including nurses and care assistants, work in the building. There are seven wards which vary in size from 16 bed wards to a 26 bed ward. The beds are almost on top of each other. It is a scandal to see hospital beds so close together. It makes it hard for the staff to work with the patients and it does not give long-term patients any degree of privacy. I invite the Minister of State to Wexford to visit St. John's Hospital. He will be one of many Ministers to visit. There is also a day care centre at the hospital which is used by between 30 and 35 patients each day.

The new hospital was due to go to tender earlier this year and the sod was due to be turned in September or October. A state-of-the-art kitchen was promised, as were 64 beds and a new administration unit. A new hospital building was first promised in 1986. The Ceann Comhairle is one of the former Ministers who visited the hospital. I do not blame him, however, because he was only the messenger boy who was sent down to keep the people of Enniscorthy happy. He will be surprised to discover that many Ministers have followed in his footsteps, including the former Minister of State, Dr. Tom Moffatt, and the current Minister, Deputy Martin. Even the Taoiseach visited the hospital before the general election. He made another promise but this promise, like many other promises he made, was left on the long waiting list like the patients or was broken.

I urge the Minister to outline exactly what the position is with regard to St. John's Hospital. People in Enniscorthy are extremely worried about this. Will the new hospital be built? If it is due to be built, when will tenders be invited and when will the first sod be turned? What is the proposed completion date of the hospital?

I compliment the staff and management of St. John's Hospital. They are working in substandard conditions. There are narrow corridors and limited space between beds. They have to lift patients everywhere, including up and down the stairs because there is only one lift in the hospital. One could not swing a cat in the kitchen and all the cooking is done on the campus. It is unbelievable. The work and dedication of the staff in St. John's Hospital are incredible.

The Minister must clearly state the exact position with regard to this hospital. I hope he does not have bad news because I am seeking good news. The new hospital was promised in 1986 but 17 years later it is no closer to being built.

I am pleased to have this opportunity to update the House on the progress of developments at St John's Hospital, Enniscorthy, County Wexford.

A total of €2.54 billion was announced at the commencement of the National Development Plan 2000-2006 by this Government for investment in our health services. The purpose of the plan is to create an infrastructure that will bring significant and tangible advances in delivering a more patient centred and accessible service. It is intended to shift the balance of capital investment towards the non-acute hospital sector so that NDP funding is equalised between the acute hospital sector and the non-acute hospital sector by the end of 2006. This will ensure a balanced development of modern infrastructure across the range of the new health and personal social services to be founded under the national health strategy.

In the case of services for older people, it is proposed to provide greatly improved physical environments for patient care to ensure a high quality and client centred service. The health boards were advised in 2000 that funding would be made available for the capital development of services for older people over the period of the national development plan. A broad range of facilities will be provided, replaced or upgraded during the period of the plan. Plans have been drawn up to develop assessment and rehabilitation facilities, ambulatory care facilities, community hospitals, community nursing units, convalescent and respite beds and day care centres for older people, including services for the elderly mentally infirm.

The provision of health services in County Wexford is the responsibility of the South Eastern Health Board in the first instance. It is a matter for the board to prioritise developments in line with the funding to be made available under the national development plan. I have been informed by the South Eastern Health Board that the need for a new community hospital to replace the existing facilities for older people at St John's Hospital was identified as a priority development by it. The board subsequently included the project in its proposals for funding to develop services for older people under the national development plan. Individual projects are subject to the normal approval process for funding, technical and other requirements governing the approval of capital projects.

A project team was established by the South Eastern Health Board to oversee the development of the new hospital. A planning brief was completed and a design team appointed to prepare the plans and specifications. The first phase of the development will include the provision of two 32-bed long-stay wards for older people, new catering and ancillary facilities and some administration accommodation. The project is now at pre-tender stage. The South Eastern Health Board has recently requested expressions of interest from a number of main contractors and main sub-contractors for the development of the first phase of the project. Those will be considered in the context of ongoing discussions between the board and my Department on progressing individual projects under the national development plan.
