Question:

139 Mr. Rabbitte asked the Minister for Education and Science the categories of workers on his Department's payroll which have not yet been awarded the payment of the first quarter of the benchmarking recommendation from December 2003; the number of persons on the untrained teachers scale who have not to date received this payment; the reason for the non-payment to date of those on the untrained teachers scale; when payment of the first portion of benchmarking will be made to these workers; and the arrangements for applying future benchmarking provisions to those on the untrained scale. The application of the first quarter of the benchmarking award to substitute and part- time teachers is being dealt with in the context of the implementation of the Protection of Employees (Part-Time Work) Act 2001. Discussions on the implementation of this Act are ongoing with the teacher unions and school management bodies. The revised rates in respect of these teachers will include the first quarter of the benchmarking award and will attract any increases that will apply in the future to the teacher's common basic scale. The information in relation to the untrained teachers scale will be supplied directly to the Deputy.
