Question:

4 Mr. Stanton asked the Minister for Education and Science the way in which he plans to implement the national youth work development plan 2003-2007 in order to fully realise the stated goals of the plan; the timetable for same; the level of funding he estimates will be required each year during the lifetime of the plan in order that the plan can be implemented properly; the amount that he has made available in 2003; and if he will make a statement on the matter. The national youth work development plan, to run from 2003 to 2007, was published on 5 August 2003 following an extensive consultative process. It is intended that the plan will be implemented on a phased and prioritised basis as resources permit, following agreement on financial provisions with the Minister for Finance. The plan includes a significant number of proposed actions, of which five have been identified as priorities by the national youth work advisory committee. The priorities are the appointment of an assessor of youth work, the establishment of a development unit for youth work, the establishment of a funding review body, the establishment of a validation body for youth work training and the commencement of a national programme for child protection training for the youth work sector.

The appointment of an assessor of youth work and the commencement of a comprehensive child protection training programme have been identified as priorities in the first year of the plan. Funding of €120,000 is available in 2003 for these priorities. Further consideration will be given to the remaining priorities and actions in the light of the financial provisions made available in 2004 and subsequent years. Annex 4 of the plan outlines the total financial implications for each year of the plan if every action is implemented in line with the specified timetable. The amounts involved are as follows: €2,650,300 in 2003, €4,477,700 in 2004, €7,568,900 in 2005, €9,831,980 in 2006 and €12,443,985 in 2007. The total amount is €36,972,865. Sustaining Progress provides, "Based on the Youth Work Act, 2001, the National Youth Work Development Plan will be progressed and implemented on a phased basis, as resources are made available."

May I ask the Minister about the request his Department has received from the 26 vocational education committees for €2.71 million this year? For what do the vocational education committees want that money? When will it be made available? Will we see the appointment of an assessor of youth work before the end of the year? What is the position with regard to the child protection training programmes that were promised? Will they be up and running before the end of the year?

The appointment of an assessor of youth work and the commencement of a comprehensive child protection training programme are priorities in the first year of the plan. Some €120,000 has been set aside for both of these initiatives. If we presume that people stick to their timetables, the assessor and the training programme should be in place by the end of the year.

The Minister said earlier that the vocational education committees sought €2.71 million in June. Can he say what they want that money for? Will it be made available this year? He also mentioned that approximately €2.65 million will be needed for the implementation of the plan this year. For what will that money be used?

This area does not come within my brief. I apologise to the Deputy that I do not have that information but I will try to get it for him.

Does the Minister agree it is important that we get this plan up and running, especially in light of the Government's fears for our youth? The Minister for Justice, Equality and Law Reform is putting many provisions in place to ensure that under age drinking is eliminated. The other side of this issue is that a comprehensive youth work service should be encouraged. Will the Minister do his best to prioritise this important area?

I agree that priority should be given to the further development of the youth work sector. The national youth work development plan was initiated and many people were consulted for that reason. The four broad goals that were set out are being pursued by the Government. Like other areas of policy, this matter has to be pursued within the confines of the available public finances.
