134 Mr. Morgan asked the Minister for Education and Science his views on whether children should be taught by trained teachers; if so, if it is the case that trained teachers should be appointed to teaching positions ahead of untrained persons; and if he will make a statement on the matter. 135 Mr. Morgan asked the Minister for Education and Science if schools advertise for trained teachers to fill posts currently being occupied by untrained persons; and if he will make a statement on the matter. [22498/03]

I propose to take Questions Nos. 134 and 135 together.

Boards of management must make every effort, including advertising in a national newspaper, to obtain the services of a qualified teacher for appointment to a temporary or permanent post. Unqualified teachers should only be employed in primary schools in exceptional circumstances.
