136 Mr. Boyle asked the Minister for Communications, Marine and Natural Resources the plans which exist to increase powers of arrest and prosecution to bodies other than the Garda Síochána, in relation to enforcing regulation regarding the wearing of life jackets on all vessels in Irish waters. [22793/03]

Having in place an effective enforcement regime ensuring compliance with domestic, EU and international maritime safety legislation is a priority for me. The maritime safety directorate of my Department is reviewing existing enforcement procedures for maritime safety legislation generally, including the wearing of lifejackets. As this review is ongoing no decisions have been taken on whether other bodies should be given enforcement powers.
