Requests to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business, I propose to deal with a number of notices under Standing Order 31.

I seek the Adjournment of the Dáil under Standing Order 31 to debate the following matter of urgent national importance prior to its being signed into law, namely, the implications of the ban on tobacco smoking introduced under section 47(f) of the Public Health (Tobacco) Act by the Minister for Health and Children for licensed premises, registered clubs, the hospitality industry, workplaces in general, psychiatric institutions and prisons, in view of the fact that this controversial legislation was not debated in this House and also because the licensed vintners have signalled their intention to defy this measure and to continue to permit smoking on their premises.

I seek the Adjournment of the Dáil under Standing Order 31 to discuss the urgent case for the metro from Dublin via Dublin Airport to serve the metropolis of Swords, the capital of Fingal which, we are told, is the fastest growing urban area in Europe, and the need to clarify which Government position on this matter is the official policy position and the timeframe for the implementation of that policy.

I seek the Adjournment of the Dáil under Standing Order 31 to raise the matter of the announcement yesterday that most of the 100 workforce at the Dubarry shoe factory in Ballinasloe, County Galway, will be put on a three day week. That shock announcement comes hot on the heels of the closure of the Square D factory with a loss of 400 jobs and the loss of 300 jobs at the AT Cross factory. I seek immediate Government and IDA Ireland action to attract an anchor industry to the town. I also demand that the Government decentralises a substantial number of civil servants to the town as part of the long promised decentralisation programme, given that the Government has absolute control and authority in this matter. I am sorry the Tánaiste is not in the House this morning as it is her town.

Having given the matters full consideration, I do not consider them to be contemplated by Standing Order 31 and therefore I cannot grant leave to move the motion.
