101 Mr. G. Mitchell asked the Minister for Foreign Affairs the Government's position on the United Nations motion in relation to the proposed ban on human cloning; and if he will make a statement on the matter. [24647/03]

As the Deputy may be aware, since 2001 the Sixth (Legal) Committee of the United Nations General Assembly has been discussing the elaboration of an international convention to prohibit certain or all aspects of human cloning. At present, two proposals have been circulated on the mandate for the negotiation of such a convention. These proposals differ from one another in terms of the scope of the convention to be negotiated.

The Government is currently considering their position on each of the proposals before the sixth committee.

I also refer the Deputy to the reply provided on 22 October by the Minister for Health and Children, with whom responsibility for the matter lies at domestic level.
