96 Mr. Naughten asked the Minister for Health and Children the plans he has to develop helicopter emergency services; and if he will make a statement on the matter. [27398/03]

A feasibility study on the costs and benefits associated with the introduction of a dedicated helicopter emergency medical service, HEMS, was commissioned in February 2002 by the Department of Health and Children and the Department of Health, Social Services and Public Safety, DHSSPS. The study was commissioned on foot of advice by the cross-Border working group on pre-hospital emergency care, one of the groups established under the Good Friday Agreement to examine areas of planning for major emergencies.

Independent consultants were commissioned to carry out the study which is being overseen by a steering group comprising representatives of both Departments of State, health boards and trusts.

Public submissions were invited as part of the study through advertisements in the media. A considerable number of submissions were received by the consultants from a variety of sources, including members of the public, the political system, members of the medical and nursing professions and unions, associations and organisations representing health professionals.

Any resulting initiatives on the development of a HEMS will need to complement other pre- hospital services such as the ground ambulance service, first responder schemes and other emergency schemes. The report is expected to be finalised by the consultants in the coming weeks. The findings of the report will be considered by both Departments of State in the context of the strategic development of the pre-hospital emergency care service.
