143 Mr. O'Shea asked the Minister for Communications, Marine and Natural Resources if the electronic communications (miscellaneous provisions) Bill will address the issues of installation charges and affordable price in regard to retail broadcast services; and if he will make a statement on the matter. [27868/03]

I refer the Deputy to my previous answer to Question No. 190 of 13 November 2003. Draft heads of an electronic communications (miscellaneous provisions) Bill are at an early stage of progression. The Bill may apply appropriate provisions of the EU electronic communications regulatory framework to retail broadcasting service providers. These provisions could include measures contained in the universal service directive regarding quality of service, billing disputes, transparency, dominance and so on.
