219 Mr. O'Connor asked the Minister for the Environment Heritage and Local Government the priorities of his Department for the coming years in the context of the Estimates for 2004; if his attention has been drawn to the huge interest in these matters; and if he will make a statement on the matter. The objectives and priorities of my Department are set out broadly in its statement of strategy 2003-05, which is available in the Library. These priorities will be underpinned in 2004 by the provisions contained in the recently published Estimates. As previously announced, there will be particular emphasis on the achievement of 5,000 local authority housing starts in 2004.
