Question:

112 Mr. J. Bruton asked the Minister for Justice, Equality and Law Reform if he proposes to accept the recommendations of the Law Reform Commission in favour of the equality or impact principle in the imposition of fines, whereby fines would be increased for more affluent offenders; and if he will make a statement on the matter. [28070/03]

I intend to bring forward to Government shortly proposals for a fines Bill, which will deal with a number of matters, including provisions for the payment of fines by instalment and the strengthening of the criteria to be used by the courts in assessing the means of offenders before imposing fines. The Law Reform Commission's Report on Penalties for Minor Offences, referred to by the Deputy and which includes recommendations on the assessment of means and the principle of equality of impact, is being addressed in that context.
