176 Ms Shortall asked the Minister for Community, Rural and Gaeltacht Affairs the progress to date in drafting legislation to adopt a regulatory regime for charities; the plans he has to provide penalties for persons who falsely collect or act on a charity's behalf; his plans to curb the phenomenon of door to door collections by persons falsely posing as a representative of a charity; and if he will make a statement on the matter. [28762/03]

I previously advised the House that an inclusive public consultation process is intended as a first step to prepare legislation on charities regulation and I reiterate the assurance that I gave then. The proposed consultation paper will be submitted to Government shortly. It would be premature to address questions on the legislation in advance of the consultation process.
