39 Mr. Stagg asked the Minister for Community, Rural and Gaeltacht Affairs the progress made to date in regard to the implementation of the RAPID programme; the number of areas in respect of which plans have been submitted to his Department; the total projected budgets for these plans; when work on the implementation of the plans is likely to get under way; and if he will make a statement on the matter. 42 Mr. Rabbitte asked the Minister for Community, Rural and Gaeltacht Affairs the specific steps his Department intends to take to ensure that actions targeted at disadvantaged areas, such as the RAPID and CLÁR programmes, operate effectively in regard to the commitment given in Sustaining Progress; and if he will make a statement on the matter. 71 Mr. O'Shea asked the Minister for Community, Rural and Gaeltacht Affairs his proposals to ensure effective monitoring of the implementation of the RAPID programme; and if he will make a statement on the matter. [28538/03]

I propose to take Questions Nos. 39, 42 and 71 together.

With regard to progress generally with the RAPID programme, I refer the Deputies to my reply to Questions Nos. 102, 103, 106, 108, 127 and 131 on 21 October 2003.

Deputies will be aware that a total of €5.8 million has been provided under a new subhead in my Department's vote for 2004, for the RAPID programme. The breakdown of this amount is €4.5 million for capital expenditure and €1.3 million for current expenditure. I have dealt with my intentions for this strand of funding in my reply to Parliamentary Question No. 2 earlier today.
The national monitoring committee for the RAPID programme monitors the implementation of the programme. Relevant Departments, agencies and the social partners are represented on this committee. RAPID area implementation teams report regularly to the social inclusion measures, SIM, groups of the city-county development boards, CDB, or RAPID county monitoring groups, which report quarterly to the RAPID national monitoring committee via ADM. Information from all of these reports is analysed by ADM and key issues for action across all Departments are identified. I have no plans at present to change these arrangements.
In regard to CLÁR, the measures introduced under the programme were decided after consultation with the communities in the areas concerned. Furthermore, they are, for the most part, operated in tandem with the lead Departments or agencies, as appropriate, thus ensuring coherence and effectiveness by public bodies in delivery of such measures in CLÁR areas.
