271 Mr. Costello asked the Minister for Transport the reason a person (details supplied) in Dublin 10 who has served with the Army and Aer Lingus for 32 years cannot receive a driving licence; and if he will make a statement on the matter. [29128/03]

Under the Road Traffic Act 1961 and the Road Traffic (Licensing of Drivers) Regulations 1999 to 2001, it is a matter for the appropriate licensing authority to determine the eligibility of a person for a driving licence and to issue licences.

We have no detailed information on the individual concerned. There have been representations from time to time about his eligibility for a licence. An application for a driving licence must, inter alia, be accompanied by a certificate of competency issued by either a driver tester; the director cavalry corps or director supply and transport corps of the Defence Forces in respect of a person who, as a member of the Defence Forces within a period of five years prior to the date of application, held a permit issued by director cavalry corps or the director supply and transport corps to drive vehicles of the category to which the application relates; or the assistant commissioner (training) of the Garda Síochána in respect of a person who, as a member of the Garda Síochána within a period of five years prior to the date of application, held a certificate issued by or on behalf of the assistant commissioner to drive vehicles of the category to which the application relates, unless the applicant already holds a driving licence issued by a recognised state, which will be surrendered with the application.
