Vol. 577 No. 3

Requests to Move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of notices under Standing Order 31. I will call on Deputies in the order in which they submitted their notices to my office.

I seek the adjournment of the Dáil under Standing Order 31 to raise a matter of urgent national importance, namely, the need to outline Ireland's position and negotiating line on sheep tagging at the European Agriculture Council meeting this week. This measure will have a dramatic impact on the cost of production and the cost of Irish lamb to the consumer.

I seek the adjournment of the Dáil under Standing Order 31 to raise a matter requiring urgent consideration, namely, the ongoing labour dispute at Oxigen Environmental Limited which has continued for 11 weeks due to the company's refusal to recognise the right of members of its workforce to organise in a union of their choice; and the need for the Government, especially the Minister for the Environment, Heritage and Local Government, to ensure that Dublin City Council terminates its contract with Oxigen if the company's management does not immediately enter into direct negotiations with the staff and to ensure that companies contracted by local authorities in this State in future are union-friendly.

I seek the adjournment of the Dáil under Standing Order 31 to raise a matter of importance, namely, given the further exposé of our troubled health service in last night's edition of "Prime Time", the necessity of establishing a proper, accessible health care service for all our citizens; the necessity of establishing an inquiry into the many unacceptable cases of medical negligence and incompetence which have taken place in this State which have not been properly investigated and the necessity of putting in place a proper complaints procedure which will hold those responsible for delivering our health care services accountable for their actions and ensure that people can have full confidence in the medical profession.

I seek the adjournment of the Dáil under Standing Order 31 to raise the following matter of urgent importance, namely, in light of the "Prime Time" revelations of inappropriate and damaging accidental treatments in the health service, the urgent need to enact a new medical practitioners Bill and the further need for an independent defender of patients' interests by way of appointment of a surgeon general or a medically qualified ombudsman or both.

Having considered the matters raised, I do not consider them to be in order under Standing Order 31.
