Question:

54 Mr. Gogarty asked the Minister for Education and Science the status regarding the provision of funding for new buildings for Gaelscoil na Camóige, Clondalkin; if the condition of toilets and the poor state of prefabs will have a bearing on the provision of funding; and if so, when a decision will be made regarding the school's inclusion on the building programme for 2004. My Department's strategy to address the long-term accommodation needs of the gaelscoil is the delivery of purpose built facilities on a greenfield site. Due to the commercial sensitivity involved in acquiring sites generally, it would be inappropriate for me to comment further on the issue at this time.

At present, the gaelscoil is located in temporary rented accommodation for which my Department's school planning section provides 95% grant aid. The school authority has not brought any difficulties with the accommodation to the attention of the section. Since the property is being rented dissatisfaction with its condition can be brought to the attention of the lessor having regard to the terms of the lease.

In accordance with the Safety, Health and Welfare at Work Act 1989, the school management authority is obliged to identify possible hazards, assess the risks to health and safety and put appropriate safeguards in place. To assist school authorities discharge their statutory responsibilities in this regard, all recognised primary schools with permanent recognition are given an annual allocation of €3,809 plus €12.70 per pupil under the grant scheme for minor works. The grant can be used entirely at the discretion of school authorities to address basic health and safety and maintenance issues. This is in addition to the maintenance portion of the capitation grant.
