559 Mr. Gilmore asked the Minister for the Environment Heritage and Local Government if he has given approval for the Kinsale drainage scheme to proceed to tender; the tendering procedure which is to be used in this case; if the tendering process in this case differs in a significant respect from normal tendering processes for this type of scheme; and if he will make a statement on the matter. I propose to take Questions Nos. 540 and 559 together.

The Kinsale sewerage scheme is included in my Department's water services investment programme, 2003-05. It is planned that construction will commence in 2004, at an estimated cost of €17.4 million. I approved in November 2003 the contract documents submitted by Cork County Council for the advance elements of the collection system. The council may now invite tenders for the works. Contract documents are awaited by my Department from the council for the other components of the collection system which, together with the advance elements, are being procured in accordance with traditional procedures. The wastewater treatment plant for the scheme will, in accordance with current policy, be procured as a design, build and operate contract. My Department is awaiting the submission of tender documents by the council for this element of the scheme.
