133 Mr. Gilmore asked the Tánaiste and Minister for Enterprise, Trade and Employment if she has consulted with the boards or management or staff of the agencies under the aegis of her Department in regard to proposals to decentralise; and if she will make a statement on the matter. [30946/03]

Officials in my Department have initiated discussions with management and staff representatives in FÁS, NSAI, Health and Safety Authority and Enterprise Ireland. It is the intention to continue this process of consultation throughout the implementation phase.

Bruton asked the Tánaiste and Minister for Enterprise, Trade and Employment the number and grade of the staff to move from Dublin to Shannon in regard to the move of Enterprise Ireland; the square footage of the office in which those staff are currently located in Dublin; if the office is owned by the State; if not, the plans for the disposal of this office once the proposed move has been effected; the precise location in Shannon to which the staff will move; the proposed square footage of the office accommodation to be provided there; if the accommodation in question is already built; if not, the plans for building the accommodation; if Enterprise Ireland will be maintaining a location in Dublin in order to provide a base for assistance to her in regard to Dáil Éireann business, meeting delegations and so on; if so, the location of this accommodation; if discussions have taken place with staff interests with regard to the move; if the staff moving will be eligible for disturbance money; if not, if an estimate has been made of the additional travelling costs and expenses claims which will be incurred; when she expects the move to Shannon to be fully complete; if she expects that difficulties will arise in regard to the administration of policy in her Department arising from the fact that the office will no longer be close; and if arrangements will be made for civil servants who are local authority tenants in Dublin to obtain similar tenancies in Shannon. I propose to take Questions Nos. 134 to 137, inclusive, together.

The Government has decided a total of 800 staff located in offices or agencies under the aegis of the Department will decentralise to locations outside of Dublin. The agencies or offices concerned are FÁS, NSAI, the Health and Safety Authority and Enterprise Ireland who will decentralise to Birr, Arklow, Thomastown and Shannon respectively.

The following table gives a breakdown by location and numbers of the offices/agencies where staff are being decentralised. The breakdown by grade has not been finalised yet.

The Health and Safety Authority's total floor space occupied in Hogan Place, Dublin 2 is 25,723 square feet. The property is not owned by the State and is leased until 2006.
Enterprise Ireland staff are currently located in the following offices in Dublin: IPC House, Shelbourne Road; Merrion Hall, Sandymount; Wilton Park House, Grand Canal; and Glasnevin. The total floor space in these offices amounts to 180,000 square feet.
Enterprise Ireland owns the Glasnevin site whilst the other three locations are leased from the private sector. It is estimated that approximately 60,000 to 80,000 square feet of office accommodation will be required in Shannon. It is not possible at this stage to identify, which staff of Enterprise Ireland will be relocating to Shannon.
The NSAI has 102 staff located on the Enterprise Ireland campus in Glasnevin, the remainder of its staffing complement being located in regional offices. The square footage of the accommodation occupied by NSAI staff in Dublin on the Enterprise Ireland campus, Glasnevin is 21,125 square feet.
FÁS staff are located in training centres and in a number of leased offices across Dublin. The accommodation leased to FÁS headquarters amounts to approximately 160,000 square feet, about 89,000 square feet of which is sublet to third parties. It is estimated that approximately 70,000 square feet of office space will be required for the 250 FÁS staff relocating to Birr.
The location, within the relevant town, of the office accommodation required for each of the agencies has yet to be identified. It is too early to give an indication of the timeframe or the costs involved for the completion of each of the moves but it is my intention to give effect to the decentralisation decisions affecting my Department as quickly as possible.
While some staff will remain in Dublin to meet its regional needs, it is not envisaged that specific functions relating to Dáil business will remain. It is not envisaged that decentralisation will give rise to any insurmountable difficulty with the administration of Government policy.
The Minister for Finance made it clear that relocation to provincial locations under the decentralisation programme will be on a voluntary basis and that no relocation expenses will be payable. Tenancy arrangements are a matter of private individual concern. Management in the Department initiated discussion with staff representatives in each of the agencies or offices at the earliest available opportunity to discuss the decentralisation proposals. It is the intention to continue this process of consultation throughout the implementation phase.
