Question:

146 Mr. Gilmore asked the Tánaiste and Minister for Enterprise, Trade and Employment the number in respect of the sections of her Department or boards or agencies operating under the aegis of her Department, it is proposed to decentralise which are housed in leased office space or premises; the annual amount paid in rent in each case; when the lease runs out in each case; if there are financial penalties involved in the breaking of the lease in each case; and if she will make a statement on the matter. As part of the decentralisation programme, it has been decided that 250 departmental staff will decentralise to Carlow, 300 Enterprise Ireland staff to Shannon, 250 FÁS staff to Birr, 110 Health and Safety Authority staff to Thomastown and 140 National Standards Authority of Ireland staff to Arklow.

With regard to my Department's staff, an examination of options is being considered, and a decision on the final composition of sections to be decentralised has not yet been made. In that context, it cannot be stated at this time that buildings are to be vacated. The Office of Public Works is responsible for leased office space for my Department and the rents paid, the termination dates and any financial penalties for lease breaking are matters for that office.

Based on 300 staff of Enterprise Ireland relocating to Shannon, it is estimated that approximately 60,000 to 80,000 sq. ft. of accommodation will be required. Enterprise Ireland's leased accommodation in Dublin is spread across three locations IPC House, Merrion Hall, and Wilton Park House. Enterprise Ireland also accommodates staff at its Glasnevin site, which is owned by the agency.

There are conditions attached to the leasing agreements resulting in Enterprise Ireland having a liability to the landlord until the expiry dates.
FÁS headquarters staff are based in a number of training centres and in five leased offices across Dublin. The leased premises also accommodate FÁS staff who are not part of the decentralisation programme. The total space leased by FÁS headquarters amounts to about 160,000 sq. ft., about 89,000 sq. ft. of which is sublet by FÁS to third parties. In 2003, FÁS paid €4 million in rent for the five offices and received €2.5 million in rents from the subleases, bringing FAS headquarters net rental cost to €1.5 million. The leases on the rented offices will expire on a variety of dates. However, the bulk of the space is leased without interim break clause until 2013 – 94,000 sq. ft, and 2017 – 56,000 sq. ft. FÁS can be held accountable for the rents due until the end of the lease.
The annual amount paid in rent for the Health and Safety Authority's Dublin premises is €1,040,000 per annum, including service charges. This lease is due to expire at the end of the third quarter in 2006. In the event of early termination, there will be full liability for the rent until that time. The NSAI is accommodated in the Enterprise Ireland campus at Glasnevin. Enterprise Ireland owns that property, and no lease arrangements therefore apply.
In all instances where agencies under the aegis of my Department will vacate leased premises, it is my intention that, where possible, penalties or continuing rental liabilities will be defrayed by subletting.

147 Mr. Kenny asked the Tánaiste and Minister for Enterprise, Trade and Employment the numbers employed by category and grade in her Department in which decentralisation is involved; the numbers by grade in each office decentralised to date; and if she will make a statement on the matter. [30817/03]

The Government decision provides that the Department of Enterprise, Trade and Employment will decentralise 250 staff to Carlow town. There are as yet no specific details regarding the sections of the Department which, in addition to the Companies Registration Office, will transfer to Carlow.

The following table gives a breakdown of the numbers employed by grade in the Companies Registration Office.

It is anticipated that a small number of staff at service officer and service attendant level will also be required for the office in Carlow. The exact number of such staff remains to be determined.
A departmental decentralisation project group has been established to advise me on the most appropriate areas within the Department which could be decentralised to Carlow in addition to the Companies Registration Office.
The Patents Office was decentralised from Dublin to Kilkenny in 1998. A breakdown of the number-grades employed in this office follows.
