167 Mr. J. Bruton asked the Minister for Transport if his attention has been drawn to a survey carried out by the Small Firms Association indicating that the average speed of business deliveries in Dublin is the slowest of eight countries surveyed; if he is aware that business deliveries in Dublin took four times as long as business deliveries in the UK; and if he will make a statement on the matter. I am aware of the 2002 study. At present the Dublin Transportation Office is undertaking a study to determine the origin and destination patterns of heavy goods vehicles and will forecast future demand within the greater Dublin area. It will identify bottlenecks affecting Dublin port, Dún Laoghaire port and Dublin Airport. It will also review the scope for improved goods distribution strategies, including consolidation management. The study should be concluded by next March with a list of recommendations. They will set a framework for regional movement of freight including the exploitation of the Dublin Port tunnel once completed.

Arising from the work to date by the DTO, Dublin City Council has issued a discussion document entitled Development of a Heavy Goods Vehicle Management Strategy for Dublin City to coincide with the opening of the Dublin Port tunnel. The council has also made proposals on management of deliveries on certain city centre routes that have been agreed in principle with traders. These are due to be implemented next March.
