Vol. 914 No. 1

Order of Business

That concludes Leaders' Questions. Before moving on to the Order of Business, I bring Members' attention to the fact that later on, when the business of the week has been agreed, we propose to allocate one minute per Leader for expressions of sympathy following the brutal murder of Jo Cox, MP.

In accordance with the reforms agreed by the House, the Dáil business committee has been established. Its appointed rapporteur for this week is Deputy Clare Daly. I call on Deputy Daly to announce the Order of Business for this week.

As stated by the Ceann Comhairle, I have been asked to give the report of the business committee, as agreed at our meeting on 15 June. Today’s Government business shall be Pre-European Council Statements and the Revised Estimates for the Department of Justice and Equality. Private Members’ business shall be a motion on waste charges from the AAA-PBP. Tomorrow’s Government business shall be the Revised Estimates for the Department of Justice and Equality and the Department of Social Protection. Private Members' business shall be a motion on the arts by Fianna Fáil. Thursday’s Government business shall be the summer economic statements and the Second Stage of Deputy Maureen O’Sullivan’s Animal Protection (in relation to Hares) Bill 2015 will be taken in the afternoon slot. Friday’s business shall be Second Stages of the Water Services Bill 2016 and the Paternity Bill 2016.

I refer Members to the report of the business committee circulated to Members last week. In relation to today’s business, there are two proposals. It is proposed that:

(1) the Pre-European Council Statements will conclude after 85 minutes, with the Minister and spokespersons having ten minutes each and the Minister having a five minute response, and Members may share time; and

(2) on the Revised Estimates for the Department of Justice and Equality, the Minister and spokespersons will have 15 minutes each and all other Members will have five minutes each and all Members may share time. The Minister will have five minutes to reply and the question will not be put today.

In relation to tomorrow’s business, there are three proposals. It is proposed that:

(1) the Dáil will sit late, to adjourn not later than 10.45 p.m.;

(2) the resumed debate on the Revised Estimate for the Department of Justice and Equality will conclude after two hours; and

(3) the debate on the Revised Estimate for the Department of Social Protection will conclude after two hours and 15 minutes, the Minister and spokespersons will have 15 minutes each, all other Members will have five minutes each and all Members may share time. The Minister will have five minutes to reply and the question will not be put tomorrow.

In relation to Thursday’s business, there are three proposals. It is proposed that:

(1) the Dáil will sit late and adjourn after the debate on Deputy Maureen O’Sullivan’s Animal Protection (in relation to Hares) Bill 2015;

(2) the summer economic statements will be taken immediately after voting time, to conclude after four hours, statements will be limited to the Minister and the spokespersons, who will get 30 minutes each, and they may share time; and

(3) Question Time will be taken immediately after the summer economic statements.

Finally, in relation to Friday, there are three proposals. It is proposed:

(1) to sit on Friday at 10.30 a.m. and to adjourn not later than 6.30 p.m.;

(2) to take Second Stage of the Water Services Bill 2016 at 10.30 a.m., to adjourn not later than 2.30 p.m., all Members may share time; and

(3) to take Second Stage of the Paternity Bill 2016 at 2.30 p.m., to adjourn not later than 6.30 p.m., and again all Members may share time.

What about Sunday?

Thank you, Deputy Daly. I understand the Minister of State, Deputy Regina Doherty, has two minor amendments to the Order of Business to propose.

I thank the Ceann Comhairle and apologise to him and other Members, but I wish to propose some small tweaks. I propose to make an amendment to the arrangements in respect of the Pre-European Council Statements today, which is that the statements take place immediately following Questions to the Taoiseach, to be followed immediately by Questions to the Minister for Defence.

With regard to business on Friday, 24 June 2016, I propose that the divisions demanded on that day shall be taken immediately following the Order of Business next Tuesday, 28 June 2016.

I thank Deputies Regina Doherty and Clare Daly. There are six questions to be put to the House today. Is the proposal for dealing with No. 1, the amendment to Tuesday's business, agreed to? Agreed. Is the proposal, as amended, agreed to? Agreed. Is the proposal for dealing with No. 2, Wednesday's business, agreed to? Agreed. Is the proposal for dealing with Thursday's business agreed to? Agreed. Is the amendment to the proposal for dealing with Friday's business agreed to?

May I ask about Friday's business?

It is my understanding that there was to be time on Friday for statements on the outcome of the referendum in the UK. Is it still envisaged that there will be a discussion on that topic?

That has been requested. It is to be considered by the Business Committee on Wednesday.

The agenda for that day is completely full already.

An amendment can be tabled if necessary, if the Business Committee so agrees.

We might need time for reflection and have statements later.

What about Sunday?

Every effort will be made to facilitate such a debate. Is the proposal for dealing with Friday's business, as amended, agreed to? Agreed.
