Prohibition of Sulky-Racing Bill 2018: Second Stage (Resumed) [Private Members]

The following motion was moved by Deputy Mattie McGrath on Thursday, 10 December: "That the Bill be now read a Second Time."

I must now deal with a postponed division relating to Second Stage of the Prohibition of Sulky-Racing Bill 2018, which took place on Thursday, 10 December. On the question, "That the Bill be now read a Second Time", a division was claimed, and in accordance with Standing Order 80(2), that division must be taken now.

Explanations under Standing Order 157(3) as received from Member
Deputy Mick Barry abstained on this Bill as, while having strong concerns about the welfare of horses used in sulky-racing on roads and safety concerns of road users, he is concerned about the extra powers this Bill would give to local authorities and Gardaí that could be misused against the Traveller Community and youth from disadvantaged backgrounds. A more effective strategy to provide for the welfare of horses would be to increase resources for those with an interest in horses such as providing democratically run, well-resourced community stables and facilities; and to increase resources for those upholding animal welfare and increasing education on proper care of horses.
The Dáil adjourned at 12.39 a.m. until 9 a.m. on Thursday, 17 December 2020.
