Scrutiny of EU Legislative Proposals

We are now in public session. The next item on the agenda is the scrutiny of the EU proposal before members today. As for Schedule B, is it agreed the proposals in Schedule B do not warrant further scrutiny? Agreed.

The first item on Schedule A is COM (2013) 753, a proposal for a Council regulation fixing for 2014 the fishing opportunities for certain fish stocks and groups of fish stocks applicable in EU waters and, for EU vessels, in certain non-EU waters. It is proposed that this proposal requires further scrutiny by way of a letter to the Secretary General of the Department of Agriculture, Food and the Marine requesting a detailed summary of the total allowable catch for Ireland as negotiators at the upcoming December Council meeting of fisheries ministers and furthermore, that the joint committee undertakes to write directly to the Commission expressing its concerns about the indications of this particular proposal. Is that agreed? Agreed.

It is proposed that the following proposals do not warrant further scrutiny, namely, COM (2013) 702, a proposal for a Council regulation amending Regulations (EC) No. 754/2009, (EU) No. 1262/2012, (EU) No. 39/2013 and (EU) No. 40/2013, as regards certain fishing opportunities, COM (2013) 712, a proposal for a Council regulation fixing an adjustment rate to direct payments provided for in Regulation (EC) No. 73/2009 in respect of calendar year 2013 and repealing Commission Implementing Regulation (EU) No. 964/2013 and finally, COM (2013) 812, a proposal for a regulation of the European Parliament and of the Council on information provision and promotion measures for agricultural products on the internal market and in third countries, namely SWD (2013) 469 final and SWD (2013) 470 final. Is this agreed? Agreed.
