Business of Joint Committee.

We will deal with housekeeping matters. Proceedings of meetings of the joint committee are generally available on the Internet within three working days. I ask members to switch off mobile telephones. No. 1 is the minutes of the meeting of 29 November, which have been circulated. Are they agreed? Agreed.

Arising from the previous meeting, I will bring two issues to members' attention. We secured the time slot of 2 p.m. on Wednesday that we sought. Meetings will be held in Committee Room 1, which is equipped with personal computers. For this meeting, documents will be circulated electronically, as requested. I assume everyone is satisfied with the system.

The next item is correspondence. We have received three invitations, the first of which is to a meeting of chairpersons to deal with issues arising during Slovenia's Presidency. It is a one day meeting which will be held on 21 January. Before we make any decisions, I will detail all invitations received. A second invitation is to attend a heating and cooling conference in Wells, Austria on 5 and 6 March. An interparliamentary meeting on renewable energy and energy efficiency will take place in Brussels on 29 January. Several members have indicated a desire to attend the meeting of chairpersons in Slovenia. I will ask the clerk to contact members to determine who would like to attend the various meetings.

At our previous meeting, I was asked to write to various individuals, including the Chairman of the Houses of the Oireachtas Commission, the Ceann Comhairle, regarding the need to ensure this and other buildings in our remit are carbon neutral. I have done so. I have also written to the Taoiseach and to the Minister for the Environment, Heritage and Local Government expressing the joint committee's displeasure at their failure to invite members to the launch of a campaign on climate change. While we have received acknowledgements, we have not yet received full replies to our queries. I will keep members informed of developments.

We have received an e-mail from the House of Commons Environmental Audit Committee with the committee's report on moving climate change from review to legislation. A copy has been circulated.

Where can members access the document?

It is on-line.

Will the Chairman arrange to have a copy placed in the Oireachtas Library?

Yes. It would take a month to read it on-line.

Fortunately, I have nothing else to do over Christmas.

When members have assistants, we could ask that they compile a summary of these types of reports.

The joint committee received an invitation to the launch of the Sustainable Energy Ireland energy policy reports last week. Unfortunately, I was absent at the time and members were unable to attend. We will obtain copies of the reports and make them available to members.

A Lithuanian parliamentary committee on the environment is seeking a meeting with the Joint Committee on the Environment, Heritage and Local Government. We have indicated that the joint committee would also like to meet the delegation. We do not yet have a date for the meeting.

The GLOBE Europe network policy update was e-mailed to members on 12 December.

Is the joint committee formally affiliated to the GLOBE organisation? It was interested in formalising a link with us.

On the issue of documents being available on our e-mail systems, is it possible to bring in a laptop computer and read our agenda on screen?

The joint committee will not meet in this room in future.

Will it be possible to do this in the room we use?

The matter was raised at the Committee on Procedure and Privileges last evening and will be examined. We should have such a facility.

We should be able to view presentations on a laptop computer.

An excerpt from the Irish Examiner on the United Nations approach to carbon neutrality has also been circulated. A publication entitled, Ireland - 2007 Review, by the IEA has been circulated. Is it agreed to note it? Agreed.

A letter from the Houses of the Oireachtas Commission dated 13 December referring to its energy management plan has been circulated. It follows a letter the joint committee wrote to the commission.

It was very discourteous that the Chairman was not included in the invitation list for the launch of the climate change campaign. I am still not clear what the launch was about, although I am aware that the campaign will cost €15 million. I do not know what precisely the Government announced.

I was not the only person excluded from the launch. The joint committee raised this matter.

It was discourteous to the Chairman not to issue an invitation. However, my point is that I am still at a loss as to what the launch was about. Perhaps we should write a letter requesting information on the precise nature of the project which will cost a large sum of money. Is it purely an advertising campaign? What is its purpose?

We will write a letter to elicit the information sought by the Deputy.

I appreciate that some members, including the Chairman, travelled to the climate change conference in Bali. Is it possible to provide the joint committee with a briefing?

I will address that issue under "Any Other Business". We will have a report.
