Business of Sub-Committee.

The draft 73rd report of the sub-committee has been circulated. I propose that the report be forwarded to the Joint Committee on European Affairs for agreement to lay before both Houses along with appendices. Is that agreed? Agreed.

The minutes of the meeting of 26 October 2006 have been circulated. Are they agreed? Agreed.

The following items of correspondence have been received by the sub-committee. COM (2006) 629 is a communication from the Commission setting out its 2007 legislative and work programme. This is an outline of the Commission's legislative plans for 2007. It is proposed to circulate this programme to all sectoral policy committees for their information, indicating that it might be particularly useful for committees that wish to "upstream" the scrutiny of EU legislation. Is that agreed? Agreed.

We received a letter dated 3 November from the Committee of the Regions on the subsidiarity monitoring network concerning EU documentation on education. Previously, the sub-committee referred a proposal for a decision concerning the programme for lifelong learning to the Joint Committee on Education and Science. It is proposed to forward this correspondence to that committee for its information. Is that agreed? Agreed.

We also received a post-adoption letter from the Department of Foreign Affairs regarding No. 6.1 on today's agenda. It is proposed to note this correspondence.

Members will have received the proposed contribution to the subsidiarity and proportionality test in the context of COSAC regarding COM (2006) 399. This is a matter that will be discussed at COSAC in Helsinki later this month. It is proposed that this outline of the subsidiarity and proportionality test be forwarded to the COSAC secretariat for its information. Is that agreed? Agreed.

I propose that the next meeting of the sub-committee take place on 30 November 2006 at 9.30 a.m. Is that agreed? Agreed. I thank committee members for their co-operation.
