Scrutiny of EU Proposals.

The Sub-Committee on European Scrutiny has examined the following proposals falling under the remit of the Department of Foreign Affairs: COM (2004) 451 is a proposal for an amending Council regulation on the European Agency for Reconstruction. COM (2004) 456 is a proposal for a Council decision on the conclusion of a co-operation agreement with Andorra. COM (2004) 465 is a Council regulation establishing an instrument of financial support for encouraging the economic development of the Turkish Cypriot community. COM (2004) 466 is a Council regulation on special conditions for trade with those areas of the Republic of Cyprus in which the Government of the Republic of Cyprus does not exercise effective control. COM (2004) 520 is a proposal for the Council decision on the signing of a partnership and co-operation agreement between the EU and the Republic of Tajikistan, and a proposal for a Council decision on the conclusion of the interim agreement on trade and trade related matters between the EU and the European Atomic Energy Community, and the Republic of Tajikistan. COM (2004) 521 is a proposal for a decision for a decision of the Council and of the Commission on the conclusion of a partnership and co-operation agreement between the EU and the European Atomic Energy Community and the Republic of Tajikistan.

COM (2004) 558 is a proposal for a Council regulation establishing certain concessions for the Swiss Confederation in the form of Community tariff quotas for certain processed agricultural products. COM (2004) 567 is a proposal for a Council decision concerning the Community position on the adaptations, following enlargement of Annexes 1 and 2, to the Agreement between the European Community and the Swiss Confederation on trade in agricultural products.

COM (2004) 510 is a proposal for a Council and Commission decision on the conclusion of an Additional Protocol to the Europe Agreement establishing an association between the EU and Romania, to take account of the accession of the new member states. COM (2004) 511 is a proposal for a Council and Commission decision on the conclusion of an additional protocol to the European Agreement establishing an association between the EU and Bulgaria to take account of the accession of the new member states. COM (2004) 522 is a proposal for a Council decision concerning the conclusion of an agreement on Protocol 2 to the bilateral Free Trade Agreement between the EU and Norway. COM (2004) 502 is a Council regulation concerning certain specific restrictions on economic and financial relations with Iraq.

The sub-committee has recommended that no further scrutiny of these proposals is necessary. Is that agreed? Agreed.

The joint committee went into private session at 5.21 p.m. and adjourned at 5.25 p.m. sine die.
