JOINT COMMITTEE ON THE ENVIRONMENT, HERITAGE AND LOCAL GOVERNMENT debate -
Tuesday, 18 Dec 2007

Business of Joint Committee.

For the information of members, the proceedings of the committee are generally available on the Internet within one to three working days following a committee meeting. This is an information note for people who wish to check the transcripts.

The first item on the agenda is minutes of the meeting of 11 December 2007 as circulated. Are they agreed? Agreed. Under matters arising, I want to draw members' attention to our decision to reschedule our visit to Belfast, which will occur on Wednesday, 16 January 2008. The authorities in Northern Ireland are satisfied with that date and are expecting us at 12.15 p.m., a time suitable for a train travelling from Dublin. They will provide a light lunch and will be happy to discuss their practices and procedures in respect of electoral registration. To date, five committee members have indicated that they will travel. If anyone else is interested, he or she should indicate his willingness to travel. I will ask the secretariat to contact each member in advance to ascertain the numbers attending.

The next item on the agenda is correspondence, involving a number of routine items circulated since the last meeting. No. 39 is a GLOBE European network policy update, an e-mail to members that I suggest we note. Is that agreed? Agreed. No. 40 is clarification from the European Commission of 12 December relating to a clean air directive which we will note. No. 41 is a letter dated 12 December from the Department of the Environment, Heritage and Local Government exhibiting the 2006 annual report of the Radiological Protection Institute of Ireland. I suggest we note this and, if we deal with that organisation during the year, we will consider its annual report.

No. 42 is an e-mail invitation dated 14 December to the European Heating and Cooling Conference in Austria on 5-6 March 2008. This was e-mailed to the Joint Committee on Climate Change and Energy Security. We will leave that invitation to the other joint committee. No. 43 is the December newsletter of the European organisation on homelessness. Is it agreed to note this? Agreed.

No. 44 is a letter dated 17 December from the Secretary General of the Department of the Environment, Heritage and Local Government in respect of the electoral register. We raised a number of queries with the Secretary General concerning elections and the register of elections when she attended the committee previously. I suggest that we consider the letter as part of our review when we are preparing our report. Is that agreed? Agreed.

No. 45 concerns an interparliamentary party meeting on renewable energy and energy efficiency which will be held in Brussels on 29 January 2008. I suggest we forward this to the Joint Committee on Climate Change and Energy Security. Is that agreed? Agreed. No. 46 is a letter dated 13 December from Deputy Cregan seeking to include grant aid for the supply of water to schools to in this committee's work programme. Members will be aware of an extensive discussion on this matter at today's meeting of the Joint Committee on Education and Science, but--

We will ask for a report from the joint committee.

Yes. We will keep a watch on the matter. While we do not want to duplicate another committee's work, we will play a role if we have one.

Bring on the report.

We will let the others proceed. The next item is the scrutiny of EU proposals. I propose to defer COM (2007) 364 on funding of the political parties in the European Parliament. We have received a detailed proposal in writing from the Department, but we will wait until the new year to consider it because members should have time to consider it in more detail.
