Business of Joint Committee

The first item on the agenda is the minutes of 9 November. The draft minutes have been circulated. Are the minutes agreed? Agreed.

The next item is correspondence. Since the last meeting we have received the environmental liability directive from the Joint Committee on European Affairs. The Joint Committee on European Affairs clearly feels this matter is important and has referred it to us for information. We note that. The next item is a report from the EU Commission on the environmental liability directive. Do members have any views on the report? If not, will we agree to note it? The Joint Committee on European Affairs has studied it.

The next item is a letter from Comhar, Sustainable Development Council, on environmental taxes and charges. Do members have any view on the letter or should we just note it? It was agreed to note it. The next item is an e-mail together with attachments detailing the current position on e-voting machines from the Department of the Environment, Heritage and Local Government. That topic is on our work programme and we will come to it. We will hold it over for that day. The next item is from Friends of Europe, independent think-tank for EU policy analysis and debate, on the policy summit - Understanding China Policy. We will note that.

The next item is a circular held over from the last meeting. Circular MEM 02-10 of 28 October 2010 - Response to Severe Weather Emergencies was issued by the national director for fire and emergency management of the Department of the Environment, Heritage and Local Government to the various county managers. We had that circular the last day. People are free to-----

Just for clarification, I have read the circular. Has the review been published?

It is hard to tell from the circular where the review is at this moment in time. Given that the review has not been published, I imagine the circular is an interim measure while we await the circular in terms of correspondence from local authorities. Is that correct?

Will the Deputy ask me that question again?

The review has not been published. At officialdom they are moving ahead regardless. Thank God for that, is all I have to say. We did ask the Minister as requested.

Has he indicated?

Not yet. We have contacted him again. The Deputy is correct. Essentially officialdom is moving ahead regardless of the official report which may eventually come or not come.

Perhaps we should have a note for this committee. I note that some of the indications in that circular letter are reflective of this committee's work.

Some of the commentary in that letter is very much reflective of this committee's work.

I appreciate that. That is a fair comment. The last item under correspondence is a circular which has issued from the Department of the Environment, Heritage and Local Government to each local authority on recoupment procedures for expenditure under the water services investment programme. It is just a routine item so we will note it.
