Units of Measurement, Liquid Measuring Systems and Tariff Quotas for Turkey and Malta.

The next report is a bit of a mixum-gatherum report. As you can see, it relates to units of measurement, liquid measuring systems, tariff quotas for Turkey and tariff quotas for Malta. It is a mixed bag. On the units of measurement I do not think there is much to be said. Our views are set out on page 3 and they read :

The Joint Committee believes that the present proposal is in line with the commitment entered into under the Treaty of Accession and that it should be accepted.

On the liquid measuring systems we just outline the position. On page 4 we indicate that :

The adoption of the proposed Directive may necessitate alterations in specifications for such equipment currently set out in the Weights and Measures (General) Regulations, 1928. The Joint Committee is informed by the Department of Industry and Commerce that otherwise the implementation of the proposal should have little practical effect in this country because the construction of this equipment is not carried out in a major way in Ireland.

We then have two tariff quotas, one for Turkey and one for Malta and, again, we are assured by the appropriate Departments that they will not have any great effect either. The Joint Committee has been informed by the Department of Industry and Commerce that the implications of the proposed Regulations for Ireland are minimal.

I have one question on the draft Directive on the approximation of laws relating to units of measurement where, on page 2 of our report regarding the effect on Ireland, it states :

The adoption of the proposal will result in the introduction into all facets of the economy of the SI metric system of measurement and consequently will necessitate amending existing legislation.

Has it been made clear whether this existing legislation will be amended by statutory instrument or by legislation bringing together in coherent form the Irish position?

It will be done by statute and my information is a Bill is being prepared. I must qualify that. There will be a statutory instrument bringing it into operation first, but it is the intention to codify all weights and measures provisions by statute.

Has the Joint Committee recommended codification in this area because we have had a number of draft Directives and the position is most unclear at the moment.
