The next item concerns the proposed Council Decision concluding the European Convention on the protection of farm animals and proposed Council Directive concerning surveys of pig production to be made by Member States. These are really for information only.

for the final sentence.
The entry as it stands sounds as though somebody else was taking action on the proposals by the Council.
The Council is supposed to take action, not make proposals.
It is action by the Council.
