Before we begin consideration of the draft reports there are two items on the agenda to be dealt with on each of which Members have received explanatory memoranda. The first item concerns debates in the Houses on reports from this Committee. The present arrangements for such debates expire at the end of this month and if Members are satisfied that these arrangements have worked well, we as a Committee must take the initiative in having similar arrangements adopted in the next session. I understand that the appropriate procedure is to approach the two Committees on Procedure and Privileges. I am now circulating a draft letter and this will be issued if the Committee approve.
