Scrutiny of EU Legislative Proposals

COM (2017) 647 is a proposal for a regulation of the European Parliament and the Council amending Regulation (EC) No. 1073/2009 on common rules for access to the international market for coach and bus services. This proposal does not comply with the principles of subsidiarity. It is proposed, therefore, that the committee agree to a report under Dáil Standing Order 114 and Seanad Standing Order 116 containing a recent opinion in section 4 that outlines why it believes the proposal does not comply with principles of subsidiarity. It is further proposed that the committee recommend a reasoned opinion contained in section 4 of the report for agreement by Dáil Éireann and Seanad Éireann. In addition, it is proposed that the proposal be retained for further scrutiny in order to enable the committee to consider its broader policy implications. Is that agreed? Agreed.

It is proposed that the proposals listed in Schedule B - COM (2017) 602, COM (2017) 635 and COM (2017) 691 - warrant no further scrutiny. Is that agreed? Agreed.

The joint committee adjourned at 4.15 p.m. sine die.
