THE SEANAD IN COMMITTEE. - THE FINANCE BILL.

AN CATHAOIRLEACH

We have now come to the end of the Orders of the Day on the Paper. With regard to the question of the Finance Bill, in which so many members of the Seanad are interested, I want to consult their convenience in every possible way, having regard to the disappointments that have taken place this week. The way the matter stands is this. I believe it is now definitely settled that the Bill will pass through its final stages to-morrow in the other House. It will not, therefore, be available to be put into their hands, or to reach Senators of this House, at the earliest before Tuesday, but they can receive a print of the Bill to-morrow in its present stage, which, for all practical purposes, will be the same as the ultimate print.

Accordingly, it may be the opinion of the Seanad that they will be able to deal with the principles generally on Wednesday. If that is the wish of the Seanad I will have it placed on the Order Paper for the Second Reading Stage on Wednesday. Senators will bear in mind, however, that they probably will not have a full print of the Bill in its perfect form before Tuesday evening at the earliest, but they will get to-morrow substantially copies of the Bill as it will ultimately pass the Dáil.

Will there be any other business for Wednesday?

AN CATHAOIRLEACH

Up to the present I know of none.

If it passes the Second Reading here on Wednesday will it then go on at once to the Committee Stage?

AN CATHAOIRLEACH

I should think that would not be the desire of the Seanad.

Otherwise there will be some difficulty in sending in amendments.

AN CATHAOIRLEACH

I do not think it would be the desire of the Seanad that an important Bill of that kind should be put through more than one stage on Wednesday.

I quite agree.

I think at the same time it would be found necessary to take the Committee Stage on the following day. Only 21 days can elapse from the time it passes the Dáil until it becomes law, and that means that if any recommendations are to be made here they should be sent to the Dáil at a pretty early date. I think it is well to point that out.

I presume that will give time for amendments to be lodged.

AN CATHAOIRLEACH

I hope so, particularly as I say you will get the Bill in a substantial shape to-morrow. Therefore, you need not wait for the final print to put in amendments, as you will get the Bill practically as it issues from the Dáil to-morrow.

Might I suggest, and you might agree, that if amendments are tabulated to-morrow or early this week, it be more or less understood that any amendments that are necessitated because of verbal alterations later can be taken without notice? If that were agreed upon we would save a good deal of printing and inconvenience to the Clerk.

Will it be certified as a Money Bill?

AN CATHAOIRLEACH

I understand so.

So that there can be no amendments.

Recommendations.

Will copies be sent to the country address of members? If so, we can return to our homes.

AN CATHAOIRLEACH

I think, having regard to that fact, that it would be wiser to send notice to the country address of Senators.
