INCREASE OF RENT AND MORTGAGE INTEREST (RESTRICTIONS) BILL, 1923. - SECOND STAGE.

The next business on the Orders of the Day is the Increase of Rent and Mortgage Interest (Restrictions) Bill. I would just like to say that the Bill is one that must come into operation before the 24th of this month. The principle of it is hardly likely to meet with opposition in the Seanad, and up to the present there has only been one amendment. I am in the hands of the Seanad as to what they would wish to do, but I think we ought to be able to dispose of the Second Stage and of the Committee Stage to-day. I shall proceed now to take the Second Stage, and Senators might consider whether they would not be prepared to go on with the remaining Stages of the Bill. If there is any desire to amend it, of course that is a matter that will have to be considered, but if there is no desire for any substantial amendment probably the Seanad will agree that it would be desirable to go on with it to-day.

Motion made and question put: "That this Bill be now read a second time."

I beg to move the suspension of the Standing Orders to enable all the Stages of the Bill to be taken.
