PRIVATE BUSINESS. - CENTRAL FUND BILL, 1925.

Question proposed:—"That this Bill be now read a second time."

This is a Bill giving authority to the Minister for Finance to issue out of the Central Fund firstly the amounts voted by the Dáil for the Supplementary Estimate and not covered by the Appropriation Act of last year, and secondly the amount of the Vote on Account which was passed by the Dáil to enable the services to be carried on during the next three or four months pending the consideration of the detailed Estimates. The matter will come before the Seanad again in the Appropriation Bill, when the various sums voted will be appropriated to their special services. At present, simply authority to issue out of the Central Fund is what is asked.

AN CATHAOIRLEACH

This Bill does not deal with appropriation at all?

No, sir, the appropriation will come up again. I have to ask the Seanad, if they would be good enough, to pass this Bill through all its stages to-day, if possible, because there is no provision for the issue of any money in connection with the services of the year beginning to-morrow, and if this Bill is not passed to-day or were delayed, it would mean that no payment would be made for the period of three weeks at any rate, and I think that would cause considerable inconvenience to the Departments in carrying out their services.

Are we to pass this Bill in globo, and are the details to be discussed on the Appropriation Bill?

AN CATHAOIRLEACH

Not the details of this Bill. This Bill will now go through as it stands and on the Appropriation Bill the question will be raised as to the appropriations suggested. This Bill has nothing to do with appropriation; it deals with transference from the Central Fund.

I move that the Standing Orders be suspended to enable the remaining stages of the Central Fund Bill, 1925, to be taken.
