NATIONAL HEALTH INSURANCE BILL, 1925—SECOND STAGE.

Motion made: "That this Bill be read a Second Time."

AN CATHAOIRLEACH

This is practically an unopposed Bill. It is merely formal, and no amendments were deemed necessary to it in the other House. Possibly this House will dispose of the Bill to-day.

I should like to ask one question with regard to the accounts of the National Health Insurance. I have never seen any accounts since the Free State was established. A very large amount of money has been spent on National Health Insurance, and I think the Government might agree that we should be informed of the position as soon as possible.

There is a Commission inquiring into the whole question of National Health Insurance, and as regards the accounts of the Saorstát they have not yet been properly separated from the English and North of Ireland accounts, and until that takes place we shall not be in a position to print any full report upon the position.

Can the Minister give any indication as to when that separation is likely to be effected?

It is actually in process of being effected. I could not say when it will be wound up, but it will probably take twelve months.

Is not this really an informal Bill? There is very little legislation in it.

Practically nothing but a very small change in an Act passed through last year. It set up a system of medical referees. Instead of the system hitherto in operation, they get a second medical opinion in the country. That is practically the only change.
